Dear Harris,
You sent me on the 3rd December a letter and petition which the Duchess of Atholl had received from Mr. Robert Gardner No?wan. The question of Er. McEwan's pension was decided as far back as1912, and I am afraid it is not possible to revise the decision.
We will send a reply direct to Mr. Ko wan
in a few days regretting inability to accede to either
request.
I think that if the Duchess of Atholl wishes
to send any further reply it should simply be to the effect that the petition has been forwarded to the Secretary of State for the Colonies, who, it is under- stood, will cause a reply to be sent to him direct.
